can anyone recommend the best laptop for upto £700 ( british pounds )

it's for my dad. i've been looking at the HP ones. look nice and come with core 2 cpu, 2G ram, big HD.

but would just like other recommendations if any,

well, given that we have no idea how it's going to be used or specs you're looking for ...

HP or a Macbook
 
In light of no specific usage requirements, my take is that you can't go wrong with H-P in that price range.

I would also factor in tech support in UK - and I can't speak to that.
