recommended Content Management System

Is there any free/open source Content Management System (for a website) that is generally considered the best? Or what would you recommend? We are running IIS on Windows Server 2003 and SQL Server 2000, if that affects the recommendations. We also run some PHP scripts and some ASP scripts.

I would like something that would allow us to develop a standard site template and have parts of the page customizable by department, such as each department would have it's own header. Then whenever we want to add new content to a page or add new pages, we just submit some text to the database and it gets added to the site. A "Content Management System" is what I need, right?

If we buy one, we will probably go with Microsoft's Content Management Server, unless people feel strongly that another one is much easier/more functional.

Well after quick tests with several free Content Management Systems, I've decided to go with Mambo. It was not only the easiest to install, but also looks to be the easiest to administer, easiest to find/install/edit/apply themes, and is the only free one that I found to at least plan to support MS SQL Server 2000 by early next year, AND it looks to be the CMS with the largest active community around it.
