I know you're looking to play on the specs given, but a $50 video card assuming you have a free PCI Express slot( which you very well might given you have a C2D) will be lightyears ahead of that GMA3100. You're going to be very VERY limited by that video card to older games and even lower graphics settings.
Majesty. Get it on Steam- it was originally released in 2000, and the old CD version has major issues with modern computers. It's a unique fantasy strategy RPG in that you cannot directly control your characters. You build buildings and set reward flags, but your heroes decide for themselves what to do based on the situation and their unique personalities. You can find the demo, but the real game is so much more fun.
I also like Space Empires III. Demo also available, I think. It's from like 1999 but I still play it every once in a while.
I play Eve on a very similar system, although it crashes often when I do probing (Intel GMA seems to have issues with the waay the game renders the scan function on probes)
Nethack is another game I play often on my laptop.
