Recommend me a excellent full modular PSU for under $150?

What case do you have?

What is your current PSU, or is this a brand new system?

Why do you think fully modular is automatically better than semi-modular? Usually it is not worth paying extra for because you'll never have to disconnect all the cables. With your setup, you should always have at least the following cables connected:
24-pin ATX
8-pin CPU
two PCIe connectors/cables
at least 1 SATA cable
