MovableType is a free Perl script you can download and install on your own server. You're probably thinking of TypePad, which is run by the same company, that is a commercial blog hosting service powered by SixApart, the company that makes MovableType.
I use MovableType for my site (
www.utterlyboring.com) and it's really powerful and flexible and there are a zillion plugins for it (
www.mt-plugins.org).
All that being said, I'm on the look out for other software, as if you've got a busy blog (I get about 2500 unique visitors a day), it's a bit of a process hog and will slow things down. I've heard good things about WordPress' latest release, and it's PHP-based, which is easier for me to work with.
Edit: BTW: MovableType, while a Perl script, you can make your templates and such in PHP like I did on my site. It can use MySQL as its backend, or can use just the berkelydb format if you don't have MySQL (I use MySQL). If you have any questions about MT, feel free to email me.
