Recommend basic video editing software

Nothing fancy. I use Format Factory to change video formats and now I need something to do simple edits like trimming and merging. I can use Windows Movie Maker for the trimming but it will only merge videos that are sequentially cut. Such that Clip 1, 2 and 3 can be merged in 1,2 3 order but I couldnt not merge Clip 1 and 3.

So looking for something simple and lightweight to do video trimming, cutting and merging. Mainly I have a 20 second video where I want to cut out seconds 3-17 and end up with a shorter video.
