Recommend an el-cheapo video card for me?

I just need a very basic card that must support 1x vga and 1x DVI output for a legacy system.

The only requirements are as follows:
-Dual monitor support w/ 1600x1200 resolution (1x VGA + 1x DVI ports perferred)
-PCIe compatible
-Current drivers available to support Windows 10 / Server 2016 64bit.
-Prefer Nvidia or ATI either one.

This is NOT a gaming rig so 3D who cares...so cheap is good. Don't need a ton of horsepower. Plays nice with Windows 10 / Server 2016 is the primary driver
