Recommend a good cpu fan+heatsink, that is $32.00 or less & preferbly easy to install?

For an Q9450, plan to overclock to 3.0 GHz.

You should squeeze 10-15 more bucks and grab the OCZ Vendetta 2, it's well worth the effort! Or grab the Xigmatek HDT-S1283 at Jab-Tech.com for just 37$ but you should get a backplate for this one (try Thermalright LGA775 Bolt-Thru-Kit, also from Jab-Tech)

Q9450 isn't restricted for thermals like the Q6600, a great cheapy would be AC7pro..
