Reclassify Broadband as Title 2 Telecommunications? (Net Neutrality)

With the FCC chairman Wheeler's new proposal, seems like more people are talking about how it's a bad idea for net neutrality. Mozilla Firefox proposed that broadband should be classified as Title 2 Telecommunications. As a consumer, I feel like both Comcast and Verizon are money hungry corporate monopolies. Any new regulation they oppose such as Title II, I'll support. But what does it really mean to classify broadband as a title II?

Will my bill be cheaper and can I finally switch my phone between carriers without buying a completely new one?
