Recieve Side Scaling, RSS Queues, & Flow Control

I am using an Intel Gigabit CT adapter with Windows 10. If Receive Side Scaling is disabled, RSS Queues will basically not function, correct? Also if RSS is disabled does Flow Control stop functioning as well? From what I gathered by reading this Intel page I'm assuming these two setting won't work when RSS is disabled. Am I wrong about how this works?

well, rss queue is the buffer for rss and flow control is the mechanism to prevent buffer overflow.

rss is much higher level than flow control. flow control happens with or without rss.
