Well from what I gather they are talking about repairing a battery with shorted cells. Shorted cells are just that, they put out 0 volts and can not be charged while shorted. There is a technique that can be used to temporarily fix shorted cells known as "zapping." Basically what you do is hook up the shorted cell to a very high current power source which basically disintegrates the short (like intentionally blowing a fuse). I have done this quite a few times, I've used either a few NICD batteries or a small SLA battery which is connected in parallel to the shorted cell. You should only connect it for a second or two, there will be sparks and the wires could get hot (use the thickest gauge wire possible). You can tell if it works because the shorted cell will put out voltage now and can be recharged. If it is still shorted (puts out 0V) you will have to use more current (add another battery if using NICD's) or the shorted cell may be too far gone.
The down side is that even if this works another short will likely form in the near future and you'll have to repeat the process. This isn't really a permanent solution and I don't really recommend doing it at all, so do it at your own risk. Your probably better off replacing the battery. If you want any more info on this you can either ask me or google "zapping"

Umm sure, I'd have to see it to believe it....
Besides, notice the pics - the battery before resurrection is different than the after battery. The before battery is clean and has a green sticker on it, the after battery (supposedly the same one) is dirty on top and has no sticker. Interesting
