Recertified = Refurbished?

I got a replacement WD1200JB from WD that has a RECERTIFIED marking on it. What exactly does that mean?

If someone took the time to replace it, I'm not so sure I'd trust it, even though it's been checked by the manufacturer.
 
Someone else sent in their broken drive, they fixed it and sent it to you as replacement after testing to see that all was good with it.
