Recent Win 7 hand on Shutdown Problems

In the last few months something has caused my two laptops to not shut down properly. One is a 2 yr old laptop that only recently starting having this problem. I also have new Win 7 laptop that has the same problems. You shut it down and sometimes you get a windows is waiting on a program to shut down. It looks like it is shutting down but sometimes the next time you hit the power button it is still shutting down. Has windows removed the ability to force shutdown of programs when the computer is shutting down? I only have this problem with laptops and those are the systems that you don't want to keep running and run the battery dead or overheat because you thought they were off and they were really hung because of some sort of windows update snafu. I never saw the forced shutdown message until recently.
