Reccomendations for pre-built system?

A friend of mine uses a 2.6 Ghz Celeron e-machine primarily for htpc. He uses Sage & a couple of Hauppage cards, which run fine on their own. But if he tries adding web browsing on top of that, he experiences performance issues. I think the machine has 768 MB of memory.

He wants to go with a new pre-built machine, and only re-use the tuner cards, and perhaps some HD's from the old machine. And maybe the monitor, I'm not sure about that.

Any current hot deals you can recommend? Is it possible to spend under $600 and still outclass his current machine?
Under $500, even better!

Let's leave the monitor out of the equation for now.

He could get a cheap laptop and browse with that and leave the HTPC as-is.

It should be possible to get a dual-core for $500-600, just be careful that it has 2 free full-height PCI slots. Those little Dell slimlines will have 0 full-height slots.
