Rebuilding security database in WinXP SP2

I tried to rebuild a corrupt security database using instructions from
article kb278316 http://support.microsoft.com/kb/278316/. Step 5
has me adding the "security and configuration snap-in".
When I get to this step I cannot find the security and configuration
snap-in on the available list and cannot complete this procedure.
Is there any way I can correct this problem without having to reinstall
the operating system?

I have XP home. I am trying to rebuild the security database because
I am not able to add the "fax services" component and another knowledge
base article points to a corrupt security database.
 
Thanks for the information. Since using that
snap-in is not an option, is there any way I can
rebuild a corrupt security database without this
snap-in?

When I had trouble with the fax services install
copying files, I was advised by someone to use
the application Esentutl.exe. This may have
done something to the security database and I
want to restore it.
