Rebuilding security database in WinXP SP2

I tried to rebuild a corrupt security database using instructions from
article kb278316 http://support.microsoft.com/kb/278316/. Step 5
has me adding the "security and configuration snap-in".
When I get to this step I cannot find the security and configuration
snap-in on the available list and cannot complete this procedure.
Is there any way I can correct this problem without having to reinstall
the operating system?

Hmmm....it's available on MY copy of XP Professional. Are you using XP Professional or Home?

I have XP home. I am trying to rebuild the security database because
I am not able to add the "fax services" component and another knowledge
base article points to a corrupt security database.

UseNet thread: Microsoft employee says that SCA snap-in doesn't exist on XP Home Edition.

"Local Security Policy is part of the Security Configuration Manager set of
tools. As noted, these tools (Local Security Policy, Security Template
Snapin, Security Configuration and Analysis Snap-in and Secedit.exe command
line tool) do not exist on home edition.".[/b]

A second thread saying the same thing. - MS MVP says "No SCA in XP Home".

Thanks for the information. Since using that
snap-in is not an option, is there any way I can
rebuild a corrupt security database without this
snap-in?

When I had trouble with the fax services install
copying files, I was advised by someone to use
the application Esentutl.exe. This may have
done something to the security database and I
want to restore it.
