Hi,

I'd like to rebuild an old Latitude X1 notebook computer - any suggestions for a new mobo, processor, ram, etc? Other ideas or insights?

Motherboard is pretty much out of the question - a laptop motherboard is usually made for one particular model. If the CPU is socketed and the motherboard BIOS supports it, an upgrade is possible - see if you can find a service manual for the exact laptop. RAM is almost always upgradable unless it's already been maxed out.
