Rebooting issues

So I just did a fairly complete rebuild on my system... went from an AMD rig to an Intel rig, added another VelociRaptor to run RAID 0, etc... in any case, it's all together now. Here's the issue:

Whenever I restart the computer (except for when it restarts after exiting the BIOS), in order to get it to POST again, I have to run through the whole "power the system on and off 3 times" deal. No exceptions, even with every BIOS setting at default. Any thoughts?

any usb items attached, or a cd/dvd in the drive? The rig in your sig? Not familiar w/ your mobo + therefore bios, but make sure pnp os is enabled, as well as legacy usb if ur using a usb mouth or keyboard. Maybe switch the 5vsb jumpers if you have them? more info please: did this happen from the first boot, or did something precipitate a change? Does it restart automatically, or is it unresponsive and you have to hard-reboot it?

Oh, no it doesn't restart by itself (except when I exit the BIOS, at which point it's supposed to reboot, and does, working correctly). I mean when I restart it, for example during Windows installation during one of the times when it needs to reboot to continue. After it powers back up and the fans start spinning, it just sits there like that, with the monitors receiving no signal. At that point, in order to get the machine to POST again, I have to run the power on / power off 3 times deal, then it will work again (until I restart it).

I do use a USB mouse and keyboard, however they work just fine in the BIOS and such.

Did you perform the OS installation from scratch? Are you using the correct drivers for your new motheboard? Are you overclocking? If so, make sure you can boot at stock speeds first.

The OS isn't installed yet because every time I try and do so, when it gets to the first automatic reboot during installation, it won't POST when it comes back on, and after I perform the 3 power on / power off sequence, when it gets back to the installation screen, it says there was an error and I have to restart the installation.

Well I fiddled around with it a bit and got things to work... it looks to have been something to do with having both 4870x2's installed without any drivers yet (obviously as I had not yet installed Windows). Things are good now... although now (even though both cards work fine individually) I can't get both of them to show up at once. Seems more like a driver issue I need to work out than motherboard related though.
