Reboot problem

My computer has recently developed this little problem where it will not boot up whenever I install new hardware or just turned it off. In other words, rebooting is impossible. The computer turns on, and the drives make noises and flash their LED's, but Windows XP does not load and my monitor stays in standby.
At this point I have to unplug my computer and leave it unplugged for about 5 minutes. If, instead of rebooting, I turn it off, and do not try to turn it on again for 5 minutes or more, it works fine. Does anyone have any idea as to what may be going on?

In case it might be a related problem, my CMOS sometimes resets and I will have to re-enter the time, date, etc.

Stop by Radio Shack and get a new cmos battery.

As for not booting I'm not too sure. Try the new battery and also see if there is a new bios out for your mother board. What kind of power supply are you using? Might want to test your memory Memtest 86 Besides that I don't really know. Maybe double check to make sure all your components are properly seated in their slots.
