"Reboot and select proper boot Device"

I have recently built a new computer
Specs:
MSI K9a Platinum SKT AM2 (bios Vs 1.1)
AMD x2 3800+
2x512 OCZ Gold DDR2 800 PC 6400
ATi X1900XT
Western Digital 160 GB SATA II
Writemaster CD/DVD combo drive

all the parts worked, no beeps, but after it POSTS it goes to a screen that says

"Reboot and Select Proper Boot Device
or Insert Boot Media in selected Boot device"

In the BIOS i have it Boot from the CD only, i have tried both of my copies of Windows XP and neither CD works, but they do in other computers, also i have tried useing a different CD Drive from my older PC and that also has not worked. i have tried several random configurations in the BIOS, if you guys have any suggestions on how to help it would be greatly appreciated.

there is no jumper on the HD at all, it is recognized by the BIOS but i didn't think SATA needed a Master slave jumper configuration so i didn't worry about it.
