Rebate problems

It is really a pain to get these rebates and the number of phone calls it takes. I opted for a battery as a rebate for my toshiba m359 laptop. The form said if the batteries are not available, cash will be substituted. It is more than 2 months now. Whenever I call, they say batteries are out of stock and on order. They dont have a expected date. If I switchover to cash instead, it will take another 4 weeks. How long should the customer should be waiting to get these rebates? I am really frustrated for not getting these battery and use it. That is one of the reasons for which I made the decision to buy this model
