REALLY weird joystick trouble

I have a nice 12 button gamepad with vibration and dual sticks. In my new games (King Kong, Aces of the Pacific, etc) the right-hand stick interfaces at a wrong 90 degrees (up = right, right = down, etc)! It comes up fine in XP config, but not in the games. I have tried with/without driver.

Any idea what is going on?

P.S. I bought it in Japan
 
I can in AoP, but not in any of the others. IIRC, it is 'normal' in some of my other games last year, but not with these. Bizzare.
