really stupid question about PSU's

here's a real stupid question, but i'm going to ask anyway:

If i my computer needs only, say 350W of power -- then is it right to say that my electric bill will be the same if i use a 400W PSU as a 500W PSU? (i see a 500W PSU on sale, which is the same price as a 400W PSU, but I don't want to pay more in electric bills.)

Yes. An ATX PSU will only draw enough energy for the ammount of load it is being put through.

Example:
If your computer needs 150W of power and your PSU is running at 80% efficiency, it will draw 187.5W from the wall no matter what the rated maximum peak or continous wattage of that power supply.
 
the wattage indicated are the maximum number of watts that a psu can handle; if u run hardware that only requires 350Watt, then that's what the psu will use, and what the electric company will bill you for.
