What is the main disc looking part of the attachment point where the bolts hang out to attach the lugnuts?

best I could find was "wheel mounting point"

if you're looking for replacement parts, you might also look into calling it the rotor (if it has disc brakes)

It's not the rotor. It's the hub, the studs go into it, then the rotor, then the wheel, then the lug nuts.

Yeah it was the hub more than anything, but even closer it was the studs or lug bolts that attach to the hub. My friend's were rusted and they all broke off except for 1 when he was driving around.

You might be able to get new ones and just drill/tap the hub.
