If an apartment building has "T1" access, does that usually mean each computer has an external IP address, or do such connections usually use NAT (Network address translation) ?

Most likely, you have a private IP (192.168.XXX.XX, or 10.10.XXX.XXX) with the only public ip being shown is that of either your router or the firewall on the wan side of things.
