How do I format the drive with WinXP on it from MSDOS. I am using a Win98 boot disk to get into DOS.

Use fdisk to delete the partition (fdisk /mbr), reboot, format the parition then either you can install from dos or with the bootable cd.
 
Fdisk /mbr will not do what you want. /mbr just rewrites the master boot record - it doesn't do any partitioning.

You need to run Fdisk and choose the option to remove non-dos partition. Once that is done, recreate the partition, reboot, then format.
