Real slow speeds at home....(Cable)

Aight people's, I'm getting some slow speeds on my Cable Modem. Even Internet browsing isn't as fast as it should be. (That's with other programs turned off.)

Any sites/programs/suggestions? I just need to know where to begin with this. Any links/comments are appreciated.

I've been to a few bandwidth sites, but I'm looking more in depth. I've searched on dslreports a little, but nothing that really helps. Could my router setup be slowing it down at all? Anything I could change, look into there? (DLink-604).

I want to have all of this information in front of me before I call Charter Cable.

Charter Cable is, in all likelyhood, the problem. My relatives have it and it is pitiful. Bad DSL is probably faster. Massachusetts here, thankfully I'm coated by Comcast and not Charter.
