i actually like the imperfections in the photoshopping, gives it personal style to the artist.

Ummm I do not think he photochopped it, just mouse over the image, that is Adobe Illustrator. This is possible that he made it completely from scratch.

The hair seems to have been vexelled. There are tutorials on how to achieve that effect.
