Real estate question

Realty company A builds a condo.
Consumer B puts in to buy said condo.
Consumer B makes punch list.
Realty company A fixes items on punch list(for the most part).
Consumer B signs off on condo.

Few weeks later it rains for the first time since completion of the building.
Through a flaw in one of the outside door ways rain runs in and turns the master bedroom into a small swimming pool. The base boards in said room are now bubbling, warping, and molding.

Who should have to pay for the damages, Realty company A or Consumer B?
 
Was it sold as-is? I'd assume the contract would address this situation or local laws would apply.
 
This isn't a car, so I would expect it's assumed that on a new condo like that the builder would get off their fat ass and fix the problem, including repairs to any damage incurred from flooding. New builds should have a warranty to cover this kind of nonsense.
 
I have no idea if it was sold as is. I was zoned out durring the closing(gah those things are boring and the lawyers are going 90 to nothin') so I'll have to ask my parents.
