There are many, many reasons for this.

Is it the drive, or your computer that's slow?
Is the drive properly set for master/slave/Cable Select?
Is DMA enabled on the DVD drive?
Are you reading from the DVD and writing to a HDD on the same channel?
Is the IDE channel being choked by another device?
Was the DVD+/-R burnt on a different drive?
Does the disc have a lot of errors?
Is the disc a totally cheap piece of crap?

And on, and on, and on

Using a full dual layer DVD-ROM (Trainspotting International Version), played on Nero Showtime, 10 second skip forward/back is almost instant. Jumping from near the beginning to near the end takes about 3 seconds max.

I don't have any .avi, .mov, .wmv et cetera burnt to disc, but i expect it to be the same. Maybe better since the files are smaller and a DVDR is only single layer.

Strange, the box says International Version, yet the discs are Region 1 only.
