Basically, yes. The document is the same one that can be found at many sites on the net.

I wish a few select annexes were included. However, if those annexes were included then the privacy of many soldiers would also be violated.

Rumsfeld indicated that the executive summary was 50-75 pages with annexxes and attachments. The entire report was a few feet high.
