"Federal Reserve chairman says sector shows sign of 'froth' but doesn't perceive a national bubble."

Anyone else here want to slap him for misleading people?

Greenspan is hands down at the top of the list of one of the most evil men in America. He is the head of a gang of thieves (bankers).

What is froth supposed to mean in this context?

I guess it's not this:

1. A mass of bubbles in or on a liquid; foam.
