A BILL TO CHECK THE POWERS OF A CONGRESSIONAL MAJORITY

Declaring war against another nation is one of the most important responsibilities of our Legislative branch of government. To keep this large power in check we must pass a bill requiring a two-thirds vote in both the House and the Senate for the US to declare war and/or allow extended military engagements on another nation. Requiring a large majority such as two-thirds greatly reduces the chance that the majority will be able to declare an unjust war on another nation.

BE IT ENACTED by the Senate and House of Representatives of the United States of America in Congress assembled, that:

Section 1: For Congress to declare war against another nation and/or allow extended military engagements in another nation it must pass in both the Senate and the House of Representatives by at least a two-thirds majority.

Section 2: This bill is to go into effect January 3, 2006
