Re-Start problem

I run several free-ware programs, registry cleaners, spy-ware removers, garbage file removers, etc. Recently my Win XP fails to re-start (re-boot), I must press the re-set button after Windows shuts down. The Windows power-off sequence is ok. The Start-Turn off computer-Restart sequence successfully shuts down Windows and the monitor goes blank but does not re-start unless the reset button is pressed.

I assume Win XP writes something to the BIOS Cmos to cause a re-start but I am not sure. In any case, help would be appreciated.
 
Im not sure, but there may be some power on/off options in the bios you could try playing around with. I've never known of Windows to not restart on any bios I've used, but its just a guess.
