Re-opening browser windows after restart

Internet Explorer when started after restarting Windows sometimes asks if I want to re-open the windows that were open before the restart, and sometimes doesn't.

Any info on how to make sure it does ask?

If it doesn't there doesn't seem to be a way to re-open them.
 
I suspect that you cannot just change a setting for that. I know there is add-on called TabSaver that lets you do it manually, but that is a hassle. Maybe there is another add-on that can do it that I am not aware of. If not, other IE-based browsers would likely have this feature if you want to go that route.
