Re-installed 'Total Annihilation' and want to run a mod... help

Basic 'GoodOldGames' Commander Pack version of TA running fine...

But when I try to install the TA Escalation mod, I get an error message, "...some prerequisites missing...the 'Visual C++ SP1 Redistributable' needs to be installed", I DL that and attempt to install it. I then get "install failed, some prerequisites are missing..."

HELP............... thanks.

I just checked in "Control Panel/Installed Programs'.... is the following:
