Re-encode Video

I have this video (mpeg4) that is 30mb for 2 minutes.

I was wondering how I could re-encode it to divx or any other format that will reduce size while keeping quality.

If it's a one-time thing, you could use Dr. Divx to encode to a Divx file. It's got a free 14-day trial, and is very easy to use.
