Are there any RCA --> VGA adaptors? Or is there anything with a Video In that doesn't produce interlacing motion artifacats (all TV cards seem to do this)?

No adapters like that that I know of.

All TV video is interlaced, and all modern computer video is non-interlaced, so I think the problem is there.

they are different animals. you can get away with an adapter, one of those things which costs some more $$$. it's one of those gadgets that lets you output a display onto a TV or some junk.

Check out some products at http://www.tvone.com. I picked up the VGA Theater. http://www.tvone.com/vgatheater.htm It allows me to use my old 14" monitor as a TV screen. I would highly recommend it for anyone looking to use an old spare monitor as a TV or connecting a console to a VGA monitor. Quality is quite good. I would say output is slightly better that TV tuner on an ATI All-in-Wonder Pro.
