RC5 question

Has anyone noticed that when you leave a program idling, such as mIRC your RC5 block rates are higher? I would think they would be just the opposite, but that has not been the case very consistantly. Has anyone else noticed this?

something like mIRC isnt very CPU intensive, and when idle, uses a few cycles every minute or so, barely scratches the surface of the amount of Cycles RC5 is using.
