Is there anywhere that is a good, trustworthy repository grading AV packages? I need some data to formulate an argument as to what is better/best/worst

Are you looking at Free versions or paid/corporate?
There's differences. Do you want self managing stand alone clients like MSE, Avast ect, or do you want a centrally managed client like Endpoint Protection?
 
a firewall that got hips and a av that pick up script malware ooops Mse got like 77 percent with them. What's the best anti malware to use with all the malware that get thru java and flash and drive by infections? Malware bytes pro. But you need to run a av alongside it.
 
Comparing .exe hash

You manually check the hash of every .exe, dll, etc on the machine? Have fun with that. SRP is effective but most average users would get frustrated if something didn't launch, install, or uninstall and wouldn't know what to do besides bitch and complain.

Once I install software for a family member as an admin they are done. Who needs to install software all the time? And if they do, they need to learn a thing or two.
 
Good idea. Have you ever heard of rootkits? They sort of encrypted these days.

Store the hashes from the clean machine, boot from a CD and look at the machine in question to make sure it the same. Are you new at computing? LUA + SRP is the only way to guarantee a safe Windows XP or higher computer system. It is similar to Linux SELinux ... government level and beyond security. I feel like I'm talking to kids here.
