What? I guess the image quality is decent...WTF are you looking for here?
 
Cute kid. But it's not a portrait, it's a snapshot. Background is distracting, and I prefer eye contact. Find a nice background, move her away from it, and open the aperture of the camera (smaller number). This will help blur the background.

Good to hear I got the WB and colors right, that was one of the things that really worried me. What's wrong with the lighting exactly?
 
Sometimes that girl, she looks right into you. Right into your eyes. You know the thing about that girl, she's got...lifeless eyes, black eyes, like a doll's eyes. When she comes at ya, doesn't seem to be livin'. Until she screams at ya and those black eyes roll over white. And then, ah then you hear that terrible high pitch screamin' and you close your eyes real tight and spite of all the poundin' and the hollerin' she comes in and rips your eardums to pieces.

Good subject
Sharpness is good

Cons:

Background is horrible
Lighting is flat
Expression is not good
White Balance is a bit off (not much)
Eyes barely have a catchlight in one of them (this is worse with this subject because her eyes are so dark)
Not a very good pose, not too bad for candid though
Crop different - either tighter or zoom out and get more of the subject, depends on what else was going on


Something else is bothering me about it, but I can't put my finger on it.

When I saw her eyes, I thought they looked like a crazy person's eyes. You know, when they show white above/below their iris. I decided they were just a cute kid's eyes, though. So I guess I don't really have anything to say, because that was my only reaction.

Depends on your style, but yeah. Typically you want the eyes tack sharp, but again depends on the pose, style and if it's more of an artistic shot...lots of different ways to deal with that aspect.
 
different background for sure, her hair almost blends into the background since its near the same color. more background blur needed. i cant really comment on the pose, but she doesnt need to look into the camera.
 
As a retouching artist, the flaws make me cringe. 😀

1) Retouch the damn thing. Get rid of the blemishes, sweat/drool, etc.
2) It's not artsy enough to justify being that close.
3) Soften the lighting.
4) Crop closer to the head.
5) Enhance the eyes. The lighting and angle is killing any depth or shine.
6) Try getting rid of the green color casts on her face, mostly lower-half. Any number of different things will work, though I've seen a Hue/Sat layer with Hue set to -56, masked completely and painted back in at ~5% work on slight green color issues like that.
 
It's a headshot, not a portrait. Think of a headshot as a mugshot; it just records what the person looks like. On the other hand, think of a portrait as a form of art, like a painting.

A portrait usually has the subject looking at the camera, or somehow making them appear more "alive", such as looking at the ground and smiling, looking steely-eyed into the distance, etc. The background is usually out of focus, which can be accomplished by using a larger aperture, but often this is not possible without using a prime lens on a DSLR. Often, portraits work better with more shadows showing the dimension of the subject; this is usually achieved by using natural lighting or an offset flash, but a flash originating from near the lens will result in the shadows being filled in.
