RAS error when connecting to i-net through AOL

i keep getting an error when trying to dial out w/AOL: Remote Access Service error: Cannot open the phone book file.

i have removed all instances of AOL and reloaded AOL, but this did not solve the problem. i have removed all phone numbers and TCP/IP settings in AOL. i have also run a thorough, updated virus scan. are there some settings in network neighborhood i need to adjust to resolve this? i have never encountered a RAS issue in an AOL account.
