RAS error W2K no internet PLEASE HELP!

When my modem was recognized as a standard modem I could only connect at 9.7Kbps but when I loadd the drivers for my 3Com\USR External modem I get a RAS eror saying I'm either out of resources or I need to reinstall dialup networking but I can't find it to try it. Any suggestions? Also how do I set myself up as a "power user"? I didnt see the option when installling so where should I look to do that? BYTW I'm running a dual-boot with 98SE and both systems on FAT32. Thanks in advance! matt
