RANT: What to do (having to do with eBay and PayPal)

Lets go back, to Tuesday, January 8th. At 4:22pm PST, I won a "ERIC LINDROS AUTO RANGERS JERSEY NO RESERVE" eBay auction for the amount of $118.53. Good deal in my opinion, and I don't want to hear any rants about Lindros. My favorite all time player and always will be. Anyways, so right after the auction (and I mean like 3 minutes after), I recieve an email from the guy requesting the $118.53 winning bid + $20 shipping. So, I paypal him $138.53 and the waiting process begins..

Fast forward to Wednesday, January 16th. I email the guy asking where my jersey is. He may live in Canada and I may live in the US, but for $20 I would either expect a tracking number or for the jersey to have arrived like within 2 to 3 days. I have yet to recieve a response from the guy..

And now, it's Saturday, January 19th and I email the guy. But since the eBay account is used by both my dad and I, he's basically furious that we have:
a) not recieved the item
b) not recieved any communication from him
c) not recieved positive feedback from the guy ( I always leave positive feedback once I recieve payment)

So, my dad sent an email telling the guy to get his act together and if not to refund us the money back + $20 fine for wasting our time. He also is contacting PayPal and making sure he can get his money back.. I know Paypal Demon works for PayPal, so what exactly can I do on this situation. I can get the money back correct?

This guy has 180 feedback rating with only 6 negatives (out of 249 feedbacks).

Also, I remember doing this with another situation where I didn't recieve my item for 2 months, that I could see the guys information. Like his home address and phone #. I plan on giving the guy a call, but I obviously have no information about him except his home address (which, I am not going to give out).

I editted the links.. Thing is I have 43 positive feedbacks and 2 negatives. One of those negatives was caused by a moron who ended up getting kicked off eBay like a few days after I left him feedback (which was neutral). I don't want another negative from this moron because it was his fault for go too far.. But what kind of shipping would you expect for $20, I shipped something to a guy on Anandtech Priority Mail with Delivery Confirmation, sent it Saturday, got to the guy (who was in Florida, I'm in California) on Monday.. I would think that going through Canada wouldn't take a week..

Delivery from Canada can take a while and unless he sent it some special way tracking # is gonna be hard to come by.

Alright, I understand it may take a while to get from Canada. But for $20, I would expect something.
