Rant: Google Translate and Google Lens both need to download a language file for offline use

Google Translate for words, Google Lens to translate pics (ie: menus).

But you have to download the language file for each of them.
I found out the hard way.

I'm in a french speaking country with no internet (and no wifi at the place).

I can translate french words manually entering into Google translate.
But when I tried to translate the menu by taking a pic, it says I'm offline and need to download the language file.

After I got back to my hotel, I downloaded the file and tested it while offline. Pic translation worked.

Why can't they just use the same language file?
