Well, I wouldn't put it THAT way, but you may have to ask him politely to shut up. Maybe explain to him that you're trying to get work done and him talking to you all day is distracting. I had a coworker like this. I stopped making eye contact with him. If he tried to talk to me while I was working at my computer, I would talk to him but not turn around.

He doesn't try to start non-work related conversations with me any more.
