Question Random spikes to 100% usage

I have a 1070 Founders Edition I purchase a few months back, up until recently I have had no problems with it and was really pleased. Now every minute or so its usage spikes to 100 percent and makes it impossible play anything. Even on the least taxing of games, my frames will drop to 8 from 60. Sitting idle it does it as well. I need some help and am not too knowledgeable when it comes to this side of things. I have all of the most recent up to date drivers installed. Also, the temperature doesn't seem to be a factor.
 
Use DDU to uninstall current drivers and install the previous drivers that didn't have this issue. This is most likely causes by driver corruption, do you have automatic windows update enabled?
 
Check your cpu and gpu temps, maybe you have a fan that is not working leading to overheating. When the framerate drops, is it just momentary, or does it stay low for some period of time? What is your cpu? Often spikes like that are caused by cpu issues.
