random phone noises

I've moved to a new place and have been here for a couple of months, and randomly you can hear what sounds like a phone that's been left off the hook. Here the thing, there are no phones in the house. I have heard this noise even when I left my phone outside in my car (this is when I realized it wasn't my cell phone being strange). Does anyone have any idea what it could be? It is crazy creepy, particularly when it wakes me up at night.

Phone ghosts. They are a thing. They travel along the PSTN network and can sometimes escape through unterminated wiring. You probably have old lines in the walls that were patched over. Should be able to locate the old lines with an EVP meter. It will only work when you hear the sound.

Phone's tapped, no big deal. Once they figure out that you really don't have anything to hide, they'll move on. Pics of girlfriend?

There's a book about it called Ghost in the Wires. That should tell you everything you need to know.

That phone belongs to the person living in the crawl space. If they knock the phone off the hook and don't notice right away you hear the noise.
