random mouse lag and skipping

I am not sure where to post this but since the issue started after a fresh install of Win 10, I will ask for help here. It is driving me nuts to see the mouse skipping and lagging but it is so random that I cant figure out what is causing it. I may go an hour with no issues and then it may do it 5 times in a row. When it happens I am doing nothing more than just moving the mouse around on any site. There is nothing hitting the cpu nor hard drive when this happens and it does not matter which browser I am using either. Heck it even did it when I was just navigating around in the task manager. This never happened on Win 8.1 or on my upgrade to 10 and only started a couple of days after a fresh install of 10. The only hardware difference on the fresh install is that I have an SSD now.

I think I have narrowed it down to the HBOnow site which has been in my tabs either watching a show or paused since about the time this started. that site runs like crap and I see others are having mouse issues too with it running. I have closed it for now and see how it goes.
 
Yep it seems it was the HBO Now site causing the issue even if leaving a video paused. No issues at all for several hours now since I closed it. It is amazing just how crappy Flash can be.
