Question Random flashing dots on dark backgrounds (ex: AT's background, or Facebook)

This is an issue that has plagued me for a while, but it tends to go away on it's own, either after an update, or a reboot, or even just waiting. But now it's staying.

Basically when I'm on a site or even looking at an image in an image viewer, that has a dark, but not completely black background, I will see these random green dots that flash on and off. It's usually the same pixel, but day to day, it might be a different location, there's usually a couple at once around a given area of the screen.

I have two 4K monitors on top of each other, it only does it to the bottom one. I swapped the cables between the two monitors, to see if the problem now happens on the top one or if it stays on the bottom. This would at least help me narrow down if it's a monitor issue or specific to the output itself, which from there I could start troubleshooting if it's the gpu output, the cable, kvm etc. But when I did this, the problem just went away entirely. However this is not an optimal setup due to the KVM now switching the top monitor instead of the main bottom one, so I switched it back.

I also ruled out the monitor by taking a screenshot to get the right colour scheme that causes it, and sent it to my work PC while working from home, and switched to my work PC on the same monitor and it was not doing it on the work PC.

OS is Linux Mint 20.1 and GPU shows up as "VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] Ellesmere [Radeon RX 470/480/570/570X/580/580X/590] (rev e7)" I don't remember 100% but pretty sure it's a RX 570. I'd have to shut down and open the case to double check.

Anyone know what could cause this or any other steps I could try to troubleshoot this? The problem goes away if I set refresh rate to 30hz, but that's pretty painful. I have it set to 60hz now which is the max the monitors and KVM can take.
