RAM speed vs quantity - which is better?

My friend has a dell 4550... 2.53 ghz P4, 533 FSB. He only got 128 meg of PC2700 ddr though, and WinXP doesn't really like that so much 🙂 I've got a stick or 2 of 256 meg PC2100. If I installed one or both, would the quantity increase overcome the slower speed? He's not a gamer, just uses it for AOL, word, etc. I'm guessing that having 512 meg of slower ram would be better, but thought I'd get the expert opinion (and no, he doesn't want to spend the $50 bucks to get the correct speed ram. Free from my stash of extra, or none. )
 
In some cases, speed would be my vote but in this case I would go for the quantity, he has only the bare minimum at the moment...Microsoft recommend min 128mb with no reference as to whether that is PC133, PC2100 etc...
